EMERGENCY MEDICAL SERVICES BILLING FACTS
Emergency Medical Service (EMS) billing is a nationally established practice which many Northern Virginia jurisdictions have enacted. Those jurisdictions surrounding Prince William County who have enacted an EMS billing program include: Arlington County, Alexandria City, Fairfax City, Fairfax County, Manassas City and Manassas Park. Other area jurisdictions with an EMS billing program include: Counties of Fauquier, King George, Louisa, Madison, Orange, Spotsylvania and Stafford; the District of Columbia and the Maryland Counties of Anne Arundel, Frederick, Prince Georges and Baltimore City.

- The Prince William County Board of County Supervisors implemented the EMS billing program as a means to increase stabilize and diversify revenue while considering the impact to citizens.
- Prince William County Fire and Rescue EMS resources provide high quality medical care to our residents and visitors through a two-tiered EMS system where both basic life support and advanced life support are provided on a 24/7 basis.
- In 2017, (January 1 to December 31) Fire and Rescue responded to 29,411 EMS incidents. Of these incidents 19,433 patients were transported to the hospital.
- The EMS billing program is a revenue initiative for emergency medical incidents which result in the transport of a patient to a hospital. The patient’s health insurance company will be billed for services rendered similar to the process hospitals or doctors use now. Transport services are already included in insurance premium calculations. Not billing for these services already paid for results in the County losing legitimate revenue.
- The EMS billing program is described as a “compassionate” approach which means the direct financial impact to County citizens is minimized as much as possible. Any remaining co-payment or deductible after the insurance company is billed will not be charged to the County resident.
- The EMS billing program follows a philosophy that all persons will be treated with the highest level of care without respect to ability to pay. A waiver policy addresses situations in which there may be an inability to pay or that involve other special circumstances.
