The Superfund Amendments and Reauthorization Act (SARA Title III) of 1986 (Public Law 99-499), which is also known as the Emergency Planning Community Right-To-Know Act (EPCRA); established requirements for political subdivisions to create a Local Emergency Planning Committee (LEPC) and to prepare an emergency response plan for specified hazardous materials that are either manufactured, used, stored or transported in the community.
To satisfy these requirements, Prince William County and the Cities of Manassas and Manassas Park established a Joint Local Emergency Planning Committee (LEPC) in the late 1980’s. The first Hazardous Materials Emergency Response Plan was published after approval by the Commonwealth of Virginia in 1990.
The LEPC membership includes representatives from business, government and the general public. The committee meets on a quarterly basis at Prince William County's Office of Emergency Management. During the meetings the committee reviews hazardous materials issues that affect the area, including the provisions of the Hazardous Materials Emergency Response Plan.
The Prince William County Department of Fire and Rescue administers the SARA Title III Program and provides administrative support to the Joint LEPC. For information about the LEPC or the SARA Title III Program or to request a copy of the Hazardous Materials Emergency Response Plan, contact:
