Prince William County Announces Director for Office of Youth Services

Prince William County is pleased to announce the appointment of Mr. Leviticus Bass as Director of the Office of Youth Services (OYS), following a comprehensive national search. His appointment is effective immediately.

Bass has served as Acting Director of OYS since the office's establishment in July 2024. Prior to that, he was the Assistant Director of the county’s Department of Social Services, where he oversaw the operations of the Juvenile Services Division. His career also includes leadership roles with AMIkids in multiple jurisdictions, serving as Regional Director and Executive Director of AMIkids, Union SC, as well as Advocate Supervisor for Justice Resource Inc. in Maryland.

In his new role, Bass will lead a team of more than 90 employees responsible for round-the-clock, year-round services for court-involved youth. He will oversee a $10 million budget and manage key programs, including the Juvenile Pretrial Supervision Program, the Patrick Molinari Shelter, the Juvenile Detention Center, and the day-to-day operations of OYS, ensuring compliance with Virginia State Regulations and Standards for Juvenile Facilities.

Bass was selected through a rigorous recruitment process that included staff listening sessions.

“Levi brings a wealth of experience and a deep understanding of youth services,” said County Executive Chris Shorter. “We are confident in his ability to lead these efforts, as well as strengthen our prevention and diversion programs—supporting youth both before they enter the system and after they exit it—with the services and guidance they need to thrive.”

Bass holds a Bachelor of Science in Criminal Justice Administration from the University of Phoenix and a Master of Business Administration in Public Administration from Northcentral University.
