Homeless Management Information System (HMIS):  
HMIS is a software application used to record and store client-level information on the characteristics and needs of persons experiencing a housing crisis. The use of HMIS was first mandated by the US Department of Housing and Urban Development (HUD) in 2004 for programs they funded directly but has since grown to include other federal partners as well as partners at the state and local level. Although the use of HMIS is a requirement for our CoC, it is a dynamic and effective tool that helps us ensure those we serve are achieving their housing goals as quickly and efficiently as possible.

CoC Dashboards

These dashboards provide an in-depth look into our homeless response system and include data on outcomes such as persons served, demographics, performance, and equity. The data utilized in these dashboards comes from either our local HMIS or publicly available datasets from HUD. All dashboards will be updated monthly except for the Community Homeless Dashboard. Please see below for additional information and links to each of our public dashboards. 

Community Analysis Dashboard

The Community Analysis Dashboard provides a summary of demographics, need outcomes, and data quality, for all persons served in our programs for the most recent month that has ended.

Community Equity Dashboard

The Community Equity Dashboard provides an opportunity to analyze system equity by allowing comparison between reported races and ethnicities. It provides multiple outcomes for demographics, inflow/outflow, housing placements, and recidivism. This dashboard will display the most recent 12-month period; however, the entire dataset is extended through the past 5 fiscal years and can be filtered in multiple ways to allow for further analysis.

Community Snapshot Dashboard

The Community Snapshot Dashboard is like the Equity Dashboard but does not allow filtering by reported race or ethnicity. It does provide further breakdown of client demographics as well a view of data quality over time. It will also provide data for the past 5 fiscal years and can be filtered multiple ways for further analysis. 

Community Homeless Dashboard

The Community Homeless Dashboard provides data on CoC System Performance Measure (SPM) outcomes and funding awards utilizing publicly available available HUD data. This dashboard report period is 10/1/2014 - 9/30/2023 and will be updated annually. This dashboard allows comparison of CoC outcomes and funding awards at the national, state, and local levels.

 

Point in Time (PIT) Count: 
The PIT is an annual count of persons experiencing homelessness on a single night each year in January. The PIT provides a “snapshot” of the nature and extent of homelessness in our area. The data collected during the count is used to inform funding decisions, support services and resource planning, as well as raise public awareness about homelessness.  


Housing Inventory Count (HIC): 
The HIC is also an annual “point in time count” conducted the same night as the CoC’s PIT but rather than counting persons, it counts “beds” and “units” dedicated to serving persons experiencing homelessness. This count provides us information on the capacity of our crisis response system and is combined with our PIT data to determine utilization of our inventory. 

System Performance Measures (SPM): 
The SPM is an annual report used to measure our CoC’s progress in meeting the needs of persons experiencing homelessness in our community. This report provides information on our efforts to operate as a coordinated system and also analyzes the performance of specific programs. The outcomes of the SPM are critical to our success as HUD uses this data when making funding decisions for our CoC.  

 
PWA CoC Provider Report Card (PRC): 
The PRC is a tool used to ensure data quality and completeness of all required HMIS data elements as well as to measure project performance. This information helps the CoC understand trends and possible gaps in services and aids in the development of future policies and funding decisions. The measurements and goals included here are reviewed and established on an annual basis and are approved by the CoC. The required HMIS data elements are established by the Dept. of Housing & Urban Development (HUD) and are outlined in the most recent HMIS Data.
