Prince William County (PWC), along with the cities of Manassas and Manassas Park, applied to the U.S. Department of Housing and Urban Development (HUD) July 1991, to be designated as an "Entitlement Urban County." In order to be considered for direct federal funding from HUD under the Community Development Block Grant (CDBG) and Home Investment Partnerships (HOME) programs, the County prepared and submitted a "Comprehensive housing Affordability Strategy for Fiscal Years 1992 - 1996." HUD granted "Entitlement Urban County" status to Prince William County, on behalf of all three Area jurisdictions (Prince William County and the cities of Manassas and Manassas park) effective July 1, 1992. The County's Office of Housing and Community Development (OHCD) was created on July 1, 1992. The County's Office of housing and Community Development (OHCD) was created on July 1, 1992 and given lead responsibility for housing planning and programs of the Prince William Area, per Board of County Supervisors (BOCS) Resolution 92-683.
As an "Entitlement Urban County" that receives Community Planning and Development funds, OHCD must prepare and submit to HUD a 5-year Consolidated Housing and Community Development Plan [Consolidated Plan], Annual Action Plan [AAP] and Consolidated Annual Performance Evaluation Report [CAPER].
As required by federal regulations, public meetings are held and public comments are solicited for the Consolidated Plan, AAP and CAPER. Copies of these documents are made available to the general public at all regional libraries and major government offices throughout the county and both cities.
