Housing Choice Voucher Waivers

On March 27, 2020, President Trump signed the CARES Act into law, which authorizes over $2 trillion in emergency assistance and health care response for individuals, families and businesses affected by the COVID-19 pandemic, and emergency appropriations to support Executive Branch agency operations during the COVID-19 pandemic.   The CARES Act further provides HUD with broad authority, in the context of the current public health emergency, to waive statutes and regulations (except for requirements related to fair housing, nondiscrimination, labor standards, and the environment) for Housing Choice Voucher (HCV) programs.  HUD is exercising this authority to provide PHAs with flexibility to adjust program practices where necessary to prioritize mission critical functions when normal operations are restricted and severely constrained, further prevent the spread of COVID-19, and mitigate the health risks posed by COVID-19 to PHA staff, families, landlords, and their communities at large.

HUD encourages PHAs to apply the Waivers authorized on local circumstances and needs. HUD also encourages PHAs to document and expeditiously implement plans for alternative procedures in order to provide stable housing for some of our country’s most vulnerable families.  Alternative processes may include electronic transmission of information to families, conducting briefings online, conducting conference calls, or using self-service features on the PHA’s website if available, and providing business-reply envelopes or secure drop-box apparatuses for document for assisted families that do not have access to the Internet.

NEIGHBORHOOD HOUSING REHABILITATION PROGRAM

​The Prince William County Office of Housing and Community Development (OHCD), is in search of experienced and licensed construction contractors to participate in its Neighborhood Housing Rehabilitation Program(NHRP).

The program is designed to offer financial assistance to low-to-moderate income owner-occupied residents of Prince William County and the Cities of Manassas and Manassas Park to correct health and safety issues as well as to increase energy efficiency within their properties.

The County, as an Urban Entitlement, receives Community Development Block (CDBG) funds from the U.S. Department of Housing and Urban Development to finance this program. The NHRP completes approximately 20 rehabilitation projects a year with an average cost of $59,000 per project. Typical projects include roof, siding and window replacement, HVAC, bathroom, and kitchen repairs.

 
ATTENTION LANDLORDS (VENDORS):

​Effective May 1, 2016 the Office of Housing and Community Development will no longer be able to maintain your profile in the County's Enterprise Resource Planning System.  Previously, our office created and maintained profiles for all Landlords, Tenants and Contractors.  Now, as a vendor, you are required to maintain the profile that was created on your behalf.  Failure to make corrections or update your profile could delay the processing of payments.  Attached you will find the necessary steps to update and maintain your vendor information as well as Direct Deposit Information.  The County Finance Office strongly suggest that all Vendors utilize Direct Deposit for payments.  Please make sure to include your email address so that any notifications from the County will be sent directly to your attention.
