Neighborhood Housing Rehabilitation Program (NHRP)

The program is designed to offer financial assistance to owner-occupied residents of Prince William County and the Cities of Manassas and Manassas Park to correct health and safety issues as well as to increase energy efficiency within their properties. The County, as an Urban Entitlement, receives Community Development Block (CDBG) funds from the U.S. Department of Housing and Urban Development to finance this program. Households with incomes at or below 50 percent of area median income will receive priority for assistance.

Purpose of Program

The purpose of the Neighborhood Housing Rehabilitation Program is to preserve and improve owner occupied properties and to bring properties up to applicable building codes and standards. Assistance provided should accomplish the following: correct exterior and interior deficiencies; make accessibility modifications; correct health and safety violations; improve weatherization and energy conservation; and correct lead-based paint violations. General improvements are also eligible under this program. General improvements include alterations, kitchen, bathroom, accessibility modifications, carpeting, fencing and landscaping.

Eligible Applicants

Gross household income may not exceed 80 percent of the Washington, D.C. MSA median income, adjusted for family size.
