Phelps Retires, Police Leadership Appointments Announced

Chief Peter Newsham is pleased to announce two executive-level promotions within the Prince William County Police Department following the retirement of Lieutenant Colonel Jarad Phelps, a 28+ year veteran of the agency. 

Lieutenant Colonel Jarad Phelps has served as Deputy Chief since November 2019 and briefly as Acting Chief of Police following the retirement of Chief Barry Barnard in July 2020.

Deputy Chief Phelps, a native of Prince William County, joined the police department in 1996 where he began his career as a patrol officer assigned to the Operations Division. Over the course of his career, Phelps served in several positions and on multiple part-time teams across the agency through the rank of lieutenant. In 2014, Phelps was promoted to the rank of captain where he served as an evening shift commander, the Special Operations Bureau commander, and Criminal Justice Academy Director.

Phelps was promoted to the rank of major in 2017 as an assistant chief assigned to oversee the Operations Division as the police department was establishing a third patrol district. In 2019, Phelps was named deputy chief and briefly served as acting-chief in 2020 during a crucial time in law enforcement which included civil unrest and police reform, as well as the global COVID-19 health pandemic.

Deputy Chief Phelps holds a master’s degree from George Mason University and an undergraduate degree from James Madison University. Phelps has attended numerous leadership and senior management schools including the FBI National Academy.

Recently, Deputy Chief Phelps announced his retirement effective August 1, 2024, after his appointment to Chief of Police for the Jacksonville Police Department in North Carolina. “Jarad has served the Prince William County community with the utmost distinction for nearly three decades”, said Peter Newsham, Chief of Police, Prince William County. “I sincerely congratulate him on his second chapter and future success, and I know he will serve the community of Jacksonville with the same compassion and professionalism he has shown here.”

Major Chisley-Missouri named Deputy Chief of Police

Effective July 20, 2024, Major Kimberly Chisley-Missouri will assume her new rank of Lieutenant Colonel, serving as the Deputy Chief of Police and the second-in-command of the agency. Deputy Chief Chisley-Missouri is the first woman to serve in this role in the history of the Prince William County Police Department.

Chisley-Missouri is a native of Washington D.C. and has over three decades of law enforcement experience, beginning her career with the Washington D.C. Metropolitan Police Department (MPD) in 1990 where she was assigned as a patrol officer in the Second District. Chisley-Missouri was first promoted in 1998, serving in various assignments including patrol, the Disciplinary Review Division, Office of Human Resources, and in direct support of then-chief Charles Ramsey.

In a command-level role with MPD, Chisley-Missouri was promoted to captain in 2007 where she served in patrol, the Internal Affairs Division, and as the Deputy Director of the Youth Investigations Division. At the rank of commander, Chisley-Missouri returned to patrol where she earned the Crime Reduction Award in 2011 and then named Commander of the Year in 2012 for her keen sense of addressing crime, her coordination with other agencies, and her outstanding commitment to the community. Chisley-Missouri was promoted to assistant chief in 2014 and oversaw the Corporate Support Bureau. The following year, Chisley-Missouri commanded the Internal Affairs Bureau before retiring from MPD in 2018.

Deputy Chief Chisley-Missouri joined the Prince William County Police Department in February 2022 where she has served as the Assistant Chief of the Support Services Division, overseeing the Administrative Services Bureau, Animal Services Bureau, Criminal Justice Academy, and Personnel Bureau.

Chisley-Missouri attended Howard University and has completed the Certified Public Manager Program at George Washington University. 

Captain Poirier appointed Assistant Chief

Additionally, Chief Peter Newsham is pleased to announce the promotion of Captain Jacques Poirier to the rank of Major, serving as one of three assistant chiefs. Major Poirier has 27 years of law enforcement experience.

Major Poirier was born in Quebec, Canada and moved to the United States in 1983 as a child. Poirier began his career with the Prince William County Police Department in 1997, first serving as a patrol officer assigned to the Operations Division then as a detective in the Criminal Investigations Division. In 2005, Poirier was promoted to the supervisor ranks where he’s held multiple assignments including patrol, special operations, criminal investigations, and the Office of Professional Standards. Major Poirier has served on the police department’s Special Weapons & Tactics (SWAT) Team, notably as the assistant commander and also as a Crisis Negotiation Commander. 

In 2019, Poirier was promoted to the rank of captain where he was the commander of the Administrative Services Bureau in the Support Services Division, the district commander of the Western District Station within the Operations Division, and most recently as a deputy commander in the Criminal Investigations Division overseeing the Special Investigations and Violent Crimes Bureaus.

Major Poirier holds a Bachelor of Science degree in Administration of Justice from George Mason University.

Poirier is a graduate of the FBI National Academy, the DC Police Leadership Academy, the Constitutional Foundations of Policing at the Robert H. Smith Center for the Constitution at James Madison’s Montpelier, the University of Viginia’s Leading, Educating, and Developing Program (LEAD), the Professional Executive Leadership School (PELS) at the University of Richmond, and the Institute for Leadership in Changing Times at Virginia Tech.

Effective July 20, 2024, Major Poirier will assume his new role as the Assistant Chief of the Support Services Division overseeing the Administrative Services Bureau, Animal Services Bureau, Criminal Justice Academy, and Personnel Bureau, following the vacancy created by the promotion of Major Chisley-Missouri to Deputy Chief.
