Board of County Supervisors Adopts 2025-2028 Strategic Plan

The Prince William Board of County Supervisors unanimously adopted the 2025–2028 Strategic Plan during its regular meeting held on Tuesday, Feb. 25, 2025. This comprehensive strategic plan provides a roadmap for countywide goals and priorities, reflecting community insights and establishing clear benchmarks for progress over the next four years. 

The adopted 2025–2028 Strategic Plan highlights eight key goal areas determined through community town halls, surveys, county staff focus groups, and individual interviews with the Board of Supervisors and executive leadership. The key strategic goals adopted include: 

  1. Education: Advance high-quality learning opportunities that enrich residents and build and strengthen an educated and skilled workforce. 

  1. Environment: Preserve the county’s natural beauty and resources so that open spaces are created and maintained, and residents can enjoy nature. 

  1. Government: Innovate and sustain a collaborative organizational culture that is high-performing, data-driven, customer-centric and values employees. 

  1. Mobility: Foster an inter-connected and accessible transportation network that advances the county’s mobility infrastructure, broadens transportation choices and enhances safety. 

  1. Quality of Life: Enhance quality of life and increase resident retention by creating a resilient and healthy community where residents can afford to live, work, play and retire. 

  1. Safe and Secure Community: Cultivate a safe and secure community that advances stakeholder engagement, collaboration and evidence-based results. 

  1. Service Delivery: Provide transparent, exceptional and accessible county services to residents, businesses and partners. 

  1. Smart Growth: Advance strategic and intentional community-oriented growth that strengthens and enhances the diversity and sustainability of the local economy and the county. 

Implementation of the strategic plan will occur under the guidance of the County Executive, who will establish dedicated workgroups for each strategic goal. Clear outcome measures and key performance indicators, or KPIs, with defined baselines and targets will be established to effectively monitor progress. Updates on the plan’s progress will be shared with the public and Board of County Supervisors through a Strategic Plan Dashboard, periodic updates and annual reports to ensure continuous accountability and transparency.
