Board of County Supervisors Authorizes Public Hearing for Interchange at Minnieville Road-Prince William Parkway and Appropriates Funding for Rollins Ford Road Roundabouts

The Prince William Board of County Supervisors recently authorized a public hearing to consider endorsing the final design of the Minnieville Road-Prince William Parkway Interchange Project.

The project will include building a bridge taking Minnieville Road over Prince William Parkway to improve capacity at the intersection with heavy through traffic and turn movements.

The Single Point Urban Interchange, or SPUI, project in the Neabsco Magisterial District, will also accommodate future traffic that would come with the Quartz District, a proposed a multi-use, walkable neighborhood development, with a commercial center and surrounding residential properties.

The interchange project is funded in part by the Northern Virginia Transportation Authority, which has authorized $10 million for design work at the intersection. Additional funding will come from proffers offered by Buchanan Partners, the developer of the Quartz District.

To fulfil the board-approved proffer agreement, the developer has started the design of the interchange. Once the developer has completed its part of the design, the Prince William County Department of Transportation will take over to complete the design work. The county will be responsible for rights-of-way acquisition and project construction for the project.

The project supports the Prince William County Comprehensive Plan, which identifies the intersection of Prince William Parkway and Minnieville Road as a proposed interchange location.

The total project cost is $70,000,000; and $60,000,000 in debt funding for the project was approved by voters in the 2019 Mobility Bond Referendum. County staff is working to secure outside funding to reduce the amount of county-issued debt funding needed for the project.

The public hearing to consider endorsing the final design is tentatively scheduled to begin this fall followed by rights-of-way acquisition set to begin this winter. Utility relocations are scheduled to begin in the summer of 2024, with construction set to begin in the spring of 2025. Construction is scheduled to be completed by the spring of 2027.

Also during their meeting on July 25, 2023, the Board budgeted and appropriated $9.3 million in federal funding to the Rollins Ford Roundabout Project for the design and construction of two roundabouts at the intersections of Song Sparrow/Yellow Hammer and Estate Manor drives on Rollins Ford Road. Accepting the federal money requires a 20 percent local match to complete the project, which the Board appropriated NVTA local funds on June 6, 2023.
