Facilities & Construction Management Division (FCM) supports the Capital Improvement Program (CIP) by developing budgets and managing the design and construction of County facilities.
The FY2025-2030 CIP was adopted by the Board of County Supervisors on April 23, 2024. An overview of the six-year capital infrastructure spending plan for Prince William County is available in the CIP Summary.
The Homeless Navigation Center (HNC) will be an approximately 30,000 square-feet facility located in the eastern portion of the County. The HNC will provide overnight, temporary, emergency sheltering and wrap-around services for up to 50 adults experiencing homelessness.
Status: The project is currently at the end of the Permitting Phase. Bid documents are being prepared. Construction is expected to begin in the summer of 2025.
The project supports the design of additional space that will be used to house County operations. Many existing County facilities are currently at capacity, and space and additional space is needed to accommodate future growth.
Status: A/E are finalizing draft Program documents. FFM/Economic Development/Parks and Recreation monthly coordination meetings are ongoing.
The station is planned to house a pumper and an advanced life support ambulance. Twenty-four-hour career staffing will be provided for both units. The building will include sleeping quarters, a kitchen and dayroom, a physical fitness room, a training room, and offices. The station is currently planned to include two to three apparatus bays and an area for personal protective equipment
Status: The project is currently in Permitting Phase. Construction is expected to begin in the fall of 2025.
This expansion will provide additional parking for visitors and employees while expanding the complex to meet the current and future judicial services needs of a growing community.
Status: A presentation to County Leadership took place on January 8, 2025. The design kick-off meeting was held on February 6, 2025. The Programming phase with the design consultant has begun.
Expansion of the Public Safety Training Center includes construction of facility containing classroom space, apparatus bays, and administrative support space. The training center supports the recruit training of police, fire and rescue, and sheriff personnel, and ongoing training for active duty and volunteer personnel.
Status: The project is currently in Permitting Phase. Construction is expected to begin early 2026.
The underground storage tanks at the GarField fueling station are approximately 30 years old and in need of replacement. The design phase began in FY24, and construction will occur in summer of 2025.
Status: The design is scheduled to be advertised for construction bidding in early March 2025.
The scope of work consists of the renovation of the existing public lobby of the Prince William - Manassas Regional Adult Detention Center.
Status: Design is currently being advertised for construction bidding.
In FY25, $4.0 million in debt financing was appropriated for the design of a new senior center and library facility in Woodbridge. Land acquisition for the facility began in FY25 and is currently ongoing.
The existing library within this building has become insufficient to meet the expanding needs of the citizens. The proposed new Dale City Neighborhood library is envisioned to be a newer, larger facility within the same general vicinity.
Status: Architect is working on a draft space plan.
