Sally Starr is a licensed professional counselor in the state of Virginia and has provided direct clinical counseling services to youth and adults within community, school, home-based, jail-based, and restrictive settings in Northern Virginia. Ms. Starr earned a Bachelor of Science in Psychology from Virginia Tech and a master's degree in Forensic Psychology from The Chicago School of Professional Psychology, DC Campus.

Currently, Ms. Starr is a Mental Health Program Coordinator for the City of Manassas Park, a new role created to address internal and external mental health responses in the community.

Ms. Starr serves as a Volunteer Member for Region 2 Local Human Rights Committee, reviewing behavioral plans that involve restraints and restrictions, and an Auxiliary Board Member for VOCAL, a local non-profit for peers, and volunteers as a data entry specialist for a local animal rescue. Ms. Starr has served behavioral health and substance use clients in Prince William County since 2017 and resided in the area for 5 years.
