In 2023, Prince William County adopted an ordinance to create a Commercial Property Assessed Clean Energy (C-PACE) financing program in coordination with the Department of Energy’s statewide C-PACE Program.

C-PACE is an innovative clean energy financing tool that provides 100% upfront capital to property owners who want to upgrade their buildings with energy efficiency, renewable energy, and water management systems. This includes financing for grid resiliency projects, electric vehicle charging infrastructure, stormwater management, environmental remediation, indoor air quality and the refinancing of prior projects. All commercial properties, excluding condos and multifamily residential with five units or fewer, are eligible for this program.

C-PACE is administered by the Virginia PACE Authority with support from the Virginia Department of Energy (Virginia Energy).
