Overview
Policy 3.3.1 Electrical Vehicle Charging Systems establishes the permitting and plan review submission requirements for installation of Residential Electric Vehicle (EV) Charging Systems in existing residential dwellings in accordance with the Virginia Residential Code.
An Electrical Permit is not required if the Electric Vehicle Charging System is cord and plug connected to an existing circuit that meets the requirements of the manufacturer’s installation instructions.
An Electrical Permit is required when:
1. A circuit or feeder is added or extended to supply the electric vehicle charging system.
2. The Electric Vehicle Charging System is hard wired.

Electrical Permit Application
The homeowner may hire a contractor to obtain the permits and perform the work OR may obtain the permits AND perform or assume full responsibility for the work.

Contractors are required to submit the Building Permit Application via Prince William County's ePortal system. Consult the Customer Electronic Plan Review (ePlans) Guide for information on preparing and submitting documents for electronic plan review and the electronic plan review guide for building ePlan submission guidelines.
Homeowners may submit the Building Permit Application via Prince William County's ePortal system or in-person to the Building Plan Intake Counter from 8 a.m. to 4 p.m., Monday through Friday.
Electrical Plan Submittal
The Electrical Plan Submittal for Residential Electric Vehicle Charging Systems will be reviewed as a Walk-Thru Plan Review. There is no Plan Review Filing Fee for the Walk-Thru Plan Review.

Once all county reviews are approved, permits will verify the required documents for permitting (state and county business licensing). After all requirements are met, the permit fee will be invoiced to the customer, payable via the ePortal for contractors and homeowners or in-person for homeowners. Once fees are paid the permit will be issued and can be printed through the ePortal for contractors and homeowners or in-person for homeowners.
If the homeowner is the permit applicant and will be responsible for the work, the homeowner must complete the Statement of Exemption.
If the contractor is the permit applicant and will be responsible for the work, the contractor must provide a copy of his or her Virginia State Contractor's License and Prince William County Business License.
Pay for permits based on the approved Building Development Fee Schedule.
In order for staff to conduct an inspection of a project, the permit must be posted at the front of the house, visible from the street, and all approved construction documents must be available for the Inspector to review at the time of inspection.
Building inspections are conducted between 8 a.m. and 3 p.m., Monday through Friday. Visit www.pwcgov.org/ePortal or call 1-866-457-5280 to schedule an inspection through the automated system. The system will prompt for the permit number or 6 Digit IVR Pin Number, and an inspection type code, which were provided at the time of permit issuance.
SPECIAL NOTE: The manufacturer’s installation instructions and the approved Residential Load Calculation Worksheet must be provided to the Inspector during the inspection.
